The Norwegian foreign ministry said it had no idea why the country had been singled out, together with the US, Britain, Australia and Poland, in a taped message allegedly from Ayman al-Zawahri, a senior al-Qaeda leader. But it added it would immediately consider stepping up security at its embassies around the world as a result of the threat.
